I'd say leader is the one who leads by example and who cares about his people more than what he does about himself or his own family, so in case we are wondering which one of our politicians are eligible to be called as 'Leaders' we'd need to take a close look at their personal state of affairs like how honest, truthful, humble, logical and exemplary they are? I can safely state that to me, none of the people sitting in any of our Assemblies can be termed as a real Leader. I'd rather call them selfish opportunists who care about nothing else but their vested interests.
Speaking of politicians, in general terms all the Members of Assemblies are naturally politicians because they are the part of the political process of our country no matter what the standards of that process are(That being a separate discussion). The thing is its up to the institutes and the political system and the people themselves to allow only eligible people to become part of this process. Unfortunately our institutes are not as strong and fair as they need to be due to both internal and external interventions and our literacy rate is so low specially considering the actual voters, that their has been no check on who can or can not be a part of this system.
Consequently, people like ones you have named in the question, got the opportunity to try their luck with the system and since the conditions were so favorable for them, they became the key decision makers of the state, in due course of time.
