Interesting and somewhat confusing question. When we talk about 'culture' and 'tradition' of Pakistan many of us automatically assume that we are talking about something very obvious and something we all have in common. However, before asking what culture of Pakistan really is, we first need to know what 'culture/tradition' really means. Religion is/can be part of a culture, it can be the culture itself, but does not have to. Traditions too form culture and we know that traditions do not always have something to do with religion. For instance, just take the example of all those 'rasams' (mayoon, mehndi, etc.) - do they have any religious/Islamic significance? Yet, these functions themselves have become part of our culture. (- How? - We need to go back in time to answer this.) The way a Sindhi celebrates these functions might differ from the way a Punjabi does and that too tells us something about the culture/tradition of those people, which all together form Pakistan. There is no 'one culture or one tradition'. Thus, depending on which aspect of life and what kind of people (ethnicity, 'regionality') we are talking about here, the answer may vary.
