There are tips on the top as you browse the site :)

Quoting one of the tips:
"The fastest way to gain Hikmat is to answer as many questions as possible. Make sure your answers are well researched and useful as that'll get you votes! Each vote is 15 Hikmat!!"

Actually asking questions doesn't get you points. Answering gets you points but to rank up fast you need to give answers that add something new to the discussion. That way you're more likely to get voted up
