I think that is a 'dislike.' See the thumbs up and down? I think it refers to the down one.

It means, that the question or reply was not good enough. This could be due to several reasons, perhaps (a) not Pakistan related, (b) not clear, (c) simply subjective point of view etc.

Marwa I think -1 is for two things, firstly irrelevant questions and secondly for vote down on your answers. I am not sure though
