There is a misconception. Govt. is not literally shutting HEC down, I mean can any country do that? Its basically transferring HEC's command to the respective provinces. The reason being some provinces feel left behind and kind of envious of other provinces. So what 18th amendment is to give maximum money to provinces themselves and tell them to manage their own stuff like Education etc. so that they don't come complaining "Ziyaadti!!"

However such a well established and shining body (HEC) in my opinion should be kept at Federal level as it has proven itself to work best this way (my personal opinion)
